Fulbrook joined the National Gallery of Victoria School after the Second World War and later worked in Queensland and the Northern Territory, where he painted local Indigenous communities. He held many exhibitions in Brisbane, Melbourne and Sydney. He won the Wynne Prize 1963 & 1964 and the Archibald Prize in 1974. Retrospectives of his work were held by the Queensland Art Gallery in 1976 and the National Gallery of Victoria in 1995.
